Principal
Steve earned a Bachelor of Science in Mechanical Engineering from Spring Garden College.
Steve founded PCS Engineering in 1999. Steve manages and performs all functions associated with operating a Consulting Engineering firm in the business of Designing Heating, Ventilation and Air Conditioning Systems (HVAC), Plumbing Systems, Process Piping Systems, Fire Protection Systems, Refrigeration Systems, Electrical Systems and Civil Engineering. PCS includes Construction Management Services specializing in Mechanical and Electrical Retrofits in the Commercial, Industrial, Institutional, and Health Care markets. Steve’s personal hands on approach details the execution of new projects from concept to completion including: Estimating, Engineering, Scheduling, Procurement of Major Equipment and Materials, Cost Tracking, Scheduling thru Project Closeout.
Steve’s vast knowledge and experience in building systems is utilized when performing Facility Condition Assessment /Energy Audits and preparing reports yielding Energy Alteration Options with Energy Consumption / Cost Saving. Reports including proposed project construction budgets with expense payback tables enable owners and property managers to effectively prioritize projects.
Steve offers construction management (CM) services in various capacities including owner representation, CM stipulated lump sum projects and CM Adviser stipulated lump sum projects. Projects include Design – Build projects that are designed and executed by the same project team and projects designed by others. CM experience includes projects involving all facets of construction.
DESIGN ENGINEERING BACKGROUND
Provide Design and Consulting Engineering services in private practice for over 800 projects ranging from a minor building survey to a 2600 ton chilled water and 1,000 horse powered dual fuel boiler plant design. Performed and supervised all design functions including feasibility studies, concept development and budgeting, load calculations, equipment selections, system design and layout, detailing, control systems and sequences of operation, coordination with other design disciplines, writing of specifications and preparation of bid documents.
CONSTRUCTION MANAGEMENT BACKGROUND
Provide construction management (CM) services in various capacities including owner representation, CM stipulated lump sum projects and CM Adviser stipulated lump sum projects. Projects include Design – Build projects that are designed and executed by the same project team and projects designed by others.
CM experience includes projects involving all facets of construction including Heating, Ventilation and Air Conditioning (HVAC), Plumbing and Process Piping, Fire Protection Security, Electrical Power and Data, Building and Process Controls, Carpentry, Masonry, Roofing, Structural Steel, Site Work and Road Restoration and many other trades involved with the construction industry.
FORENSIC ENGINEERING BACKGROUND
Project Engineer for the investigation of over twenty-four losses. Categories of forensic investigations include Fires, System Failures, Improper System Performance, Improper System Design, Code and Standard Compliance, Indoor Air Quality Analysis and Construction Contract Compliance.
Services performed on each case depend on the nature of the loss and claim but include examination of the scene and any applicable documents, photographs, sketches and diagrams, preservation and storage of evidence, testing of equipment to support position, report and deposition and trial testimony.
